Job Description
JOB SUMMARY:
Under minimal supervision, provides leadership and direction to finance. Maximizes the return on financial assets by establishing financial policies, procedures, internal controls, budget management and reporting systems. Ensures legal and regulatory compliance for all accounting and financial reporting functions. Oversees fund and general accounting, budget performance, accounts receivable/collection, accounts payable, payroll and risk management.
DUTIES AND RESPONSIBILITIES
The duties and responsibilities listed below are essential to the employee’s position.
- Following internal procedures and external regulations.
- Guides financial decisions by establishing, monitoring, and enforcing policies and procedures. Provides timely and accurate information, as needed.
- Directs and oversees both long and short-term strategic planning and budgeting based on Agency and Department goals and growth objectives.
- Provides status of financial condition of the agency by collecting, interpreting, and reporting key financial data in a timely and accurate manner.
- Leads all financial audit efforts, as required and appropriate.
- Manages budget and controls expenses effectively. Monitors the revenue and expense for accuracy and positive cash flow.
- Ensures compliance with federal, state, and local legal requirements by researching any existing and new legislation, consulting with outside advisors and filing reports. Advises senior management of actions and potential risks.
- Bringing compliance issues to the attention of management.
- Successfully completing regulatory training requirements periodically.
- Hires, trains, develops, coaches, and appraises staff effectively. Assesses staff and takes action, as necessary on a timely basis and in accordance with agency policy.
- Working collaboratively in all facets of position to meet position requirements and support hospital goals.

Personnel Management and Staffing
· This position has supervisory responsibility and creates a unifying workforce vision that brings Team Member Development, Performance Management, and Succession Planning together.
Additional Responsibilities
- Conform with and abide by all Joint Commission, federal, state regulations, policies, work procedures and instructions.
- Performs all other duties, as assigned. Participates on committees and special projects and seeks additional responsibilities.
EDUCATION, REQUIREMENT, AND/OR EXPERIENCE
- Master’s Degree from an accredited school in Accounting or Finance
- Minimum of seven (7) years of accounting experience (preferably a combination of nonprofit and for-profit organizations).
- Three (3) years of public accounting experience in an audit capacity; or the equivalent experience. Certified Public Accounting (CPA) preferred.
- Strong knowledge of Office of Behavioral Health Licensure (OBHL), Occupational Safety and Health Administration (OSHA), and The Joint Commission (TJC).
- Level One Fingerprint Clearance Card in the State of Arizona or provide proof of application by hire date.
COMPUTER SKILLS
Microsoft windows environment with Office Suite to include formatting and production of word processing documents, spreadsheets, and computerized accounting software.
KNOWLEDGE, SKILLS, AND ABILITIES
- Requires in-depth knowledge of Finance and Accounting for a non-profit organization. Is considered a subject matter expert within the agency on financial issues.
- Thorough knowledge of managed care philosophy related to mental health services.
- Strong leadership potential including presentation, interpersonal, written, and oral communication skills.
- Excellent organizational, analytical, and problem-solving skills in order to accurately interpret policies, procedures, and regulations.
- Ability to accept direction, meet corporate deadlines, and work in a fast-paced environment.
- Self-motivated, self-disciplined, and willing to “roll up” the sleeves when needed to get the job done; yet develops others to do the same.
- Ability to maintain an awareness of payor needs and requirements.
- Plans the work of others and coordinates work with other departments or external agencies.
- Must have a high level of interpersonal skills to handle sensitive and confidential situations. Position requires demonstrated poise, tact, and diplomacy.
- Strong attention to detail and well organized.
- Flexibility in schedule to meet business needs.
WORK ENVIRONMENT
This job operates in an office setting. This role routinely uses standard office equipment such as personal computer/computer software programs, telephones, paging systems, copy machine, filing cabinets, and facsimile machines. On-site position.
